We have to acknowledge the receipt of your

letter 0/E/261/4 dated 18th. instant with reference to the

supply of explosives in Hongkong, and note that you request

us to ascertain the duration of the present contract and to

direct that on its expiry fresh arrangements should be made with

Nobel's Explosives Company Limited direct. In this connection,

as in paragraph 5 of the Chief Resident Engineer's general

letter No. 50 dated 11th. of January he states that the

arrangements made have had the sanction of His Excellency the

Governor, we do not see our way to interfere. The Chief

Resident Engineer, as we have previously pointed out, is the

servant of the Hongkong Government and if you consider that

more favourable contracts for explosives could be obtained we

would respectfully suggest that you should communicate direct with the Colonial Secretary at Hongkong.
